Create a skill
Create a tenant-owned Skill draft, either from a template or from an explicit draft (template_id and draft are mutually exclusive). Each user holds one unsaved draft per kind: a call without content, or with the same content, returns it. A call with different content is rejected with 409 skill_draft_exists and details.skill_id of the stored draft, which is never overwritten; continue it with skills.draft.save or remove it with skills.delete.
