Internal operations serve the Adlass platform team.

Operations: `internal.admin.session.start` issues a short-lived single sign-on
grant for the platform admin and only works for platform operators.

Rules:
- The operation has `access: human`: agents never call it.
- Nothing in this domain is needed to work with tenant data.
